Counselor was billigerent and told me he did not care what I was told over the phone. His name is James and he also did not seem to know how to evaluate a person for their services. Refused to evaluate me when I did not have a couple of missing documents even though I was not told the documents were needed. Typical of public servant not knowing how to deal with the public. I will seek to file a complaint with the city and their funding sources.
