City Council Approves New Police Cars, Stipend for Police and Fire Board

At its Oct. 1 meeting, the Chicago Heights City Council approved the purchase of 15 new police cars and an annual $!,000 stipend for its Police and Fire Board with two unanimous votes.

The Chicago Heights Police Department is going to get 15 new police cars to replace 15 older ones. At its Oct. 1 meeting, the Chicago Heights City Council voted unanimously to pass a resolution authorizing Mayor David A. Gonzalez to purchase the vehicles at the request of Police Chief Charles A. Guiliani Jr. According to Guiliani, much of the city's 34-car fleet is quickly becoming outdated and expensive to maintain. "We are currently using vehicles that are as old as eight years old," Guiliani said. "While that may be appropriate for somebody to hold onto their family vehicle that long, these vehicles work under high stress, weather conditions, things of that nature, and it's become a position where it's costing more to try to maintain …

City Council Unanimously Approves Allied Contract

At its Oct. 1 meeting, the Chicago Heights City Council approved the transfer of the city's waste disposal contract from Skyline Disposal to Allied Waste Transportation Inc. in a unanimous vote.

The Chicago Heights City Council voted unanimously to approve a transfer of the city's garbage collection contract with Skyline Disposal to Allied Waste Transportation Inc. at its Oct. 1 meeting. As the owners of Skyline, Clem and Loretta DeLuca, prepared to retire and hand the operation of their business over to new owner Allied, the city had to step in and approve the transfer, as it involved a municipal contract. "The city has a right to approve the transfer of rights and obligations in that contract," Corporation Counsel T.J. Somer said. "Mr. and Mrs. de Luca have entered into a proposed agreement that is contingent upon this council's approval this evening, with a very, very large and renowned collection firm known as Allied Waste …

It is amazing the efficiency of some things and the slow, almost backwards, pace of others. Odd that the article doesn't mention State Representative/Skyline Disposal Chief of Operations Anthony DeLuca. Maybe he has nothing to do with the company anymore. His Linkedin page still indicates he's COO, but sometimes those internet sites are old and he might not have seen the need to update it either…   more ›

City Hits Impasse In Hammond Water Negotiations

The City of Chicago Heights has filed state and federal complaints against Hammond, Ind., over the rates Hammond is asking for in negotiations to renew the water purchasing contract.

The City of Chicago Heights has purchased its water from Hammond, Ind., for 30 years, but the initial term of that agreement is set to expire in November. At the Oct. 1 city council meeting, Corporation Counsel T.J. Somer briefed the council and the public about the status of the city's ongoing negotiations with Hammond to renew that contract at a rate that would be "fair and reasonable for all parties." However, Somer said negotiations have come to an impasse because of the high rates Hammond is asking for. "Hammond has unilaterally suggested and imposed a renewal rate upon the city approximately four times higher than the rate currently paid by the city," Somer said. "That proposed increase is essentially going from 57 cents per 1000 …

Nothing that dramatic, Winston, as far as I know. The amendment was more of an update, having Chicago Heights adopt the current state gambling regulations, including video gambling. I'll post a more detailed article about what happened soon.   more ›

Chicago Heights Caps Number of Payday Loan Businesses

One alderman expressed concerns about the timeliness of the new ordinance.

Anyone hoping to start another payday loan business in Chicago Heights may have to look elsewhere. At the Monday meeting all present Chicago Heights City Council members voted in favor of capping the number of city-issued consumer installment loan business licenses at six. "We're limiting it to six because that's how many there are now, and we don't want any more," Corporation Counsel T.J. Somer said, adding that the interest rates at the businesses are far too high. "These places really take advantage of people." Ward Four Ald. Josh Deabel argued the number should be lower, but Mayor David Gonzalez and Somer said the city could not remove the existing payday loan businesses. "I don't think anyone wants to see another one of these places …
